We’re pushing for massive infrastructure investments to help stimulate every sector of the economy. If this is done right, there is potential for securing and growing hundreds of thousands of USW jobs. In other news, I wanted to let you know that three of our fellow union members were seriously injured in a recent incident stemming from a furnace tube leak on a heater at a Citgo plant in Corpus Christi, Texas. Please keep them in your thoughts and prayers as we hope for a full recovery. We wish the best to our brothers and sisters impacted by the recent cold spell in Texas. In addition to the high toll in human suffering, the freeze also caused a sharp drop in both domestic crude production and refining. Overall output fell by 1.1 million bpd the week of Feb. 19, while refinery utilization rates fell by 14.5 percent. This comes at a difficult time for our industry, following a year of uncertainty and reduced demand. It’s not altogether surprising then that major producers are now more openly discussing ways to move into renewable fuels, including Marathon’s decision last year to idle its Martinez, Calif., refinery. Brothers and Sisters, As we celebrate this holiday season, I want to make sure you are aware of an unfortunate incident that happened at the TPC plant in Port Neches, Texas, on Nov. 27, 2019, where an explosion caused a fire. Although there were no fatalities, there were multiple injuries and devastating damage to the surrounding community as well as a prolonged evacuation over the Thanksgiving weekend. While it is too early to know the cause of the incident, it is an all too familiar reminder of the hazards in our workplaces. It’s times like these that remind us why we must constantly fight for safer workplaces, a fight that we have not given up, despite the EPA’s recent rollback of the Chemical Safety Rule. I encourage you to check out USW International President Tom Conway’s recent blog on these changes, as they have serious consequences for our workplaces and our communities. Last month a bankruptcy judge approved a process for the sale of the Philadelphia Energy Solutions (PES) refinery, which resolved our union’s objections regarding transparency and communication. Our union on Nov. 27 submitted comments to the EPA on proposed changes to the Renewable Fuel Standard (RFS) Program, encouraging the agency to weigh the impact on refinery workers when considering alterations to RFS policy. Bob was a tireless union activist who always fought on the side of working people, first in his home state of Wisconsin and later on behalf of our members in District 12. Bob joined the labor movement in 1970 when he went to work at an International Harvester – now Navistar – foundry in Waukesha, Wis., as a member of Local 3740. He served many roles, including trustee, local union steward, vice president and president. As local president, Bob helped develop the Navistar Education Center, the first employee education center in Wisconsin. He then went on to help develop other education centers as a state AFL-CIO coordinator. Bob moved to Concord, Calif., in 1993 and then to Oklahoma in 1998 as a USW International staff rep. He became District 12 Director in 2009. As director, Bob was a fierce advocate for American industry and jobs, chairing contract negotiations with EVRAZ Rocky Mountain Steel, Kaiser Aluminum, ASARCO, and Kennecott Utah Copper, as well as heading the USW Cement Council. He was also profoundly dedicated to cross-border solidarity, working closely with our union brothers and sisters at Los Mineros in Mexico, fighting so that all workers could have a better life. Mike is taking over for Kim Nibarger as he steps down to enjoy a hard-earned retirement. Mike worked as an operator in the hydroprocessing unit at the Chevron Refinery in Richmond, Calif., where he was a proud member of Local 5. Like Kim, he was dedicated to safety and served in multiple roles with the local’s health and safety committee. In 2012, he began working with the local full time as a rep, assigned to the Chevron group to assist with grievances, bargaining, and political work. He also sat on the Cal/OSHA committee before coming to Pittsburgh in the summer of 2018 to work with Kim on oil bargaining. Kim’s own commitment to safety began during his time as a chief operator for Shell Oil Products at its Puget Sound refinery in Anacortes, Wash. He served as a member and co-chair of the Joint Health and Safety Committee in Anacortes for eight years, and in that time, he was the union member on a team that investigated a deadly fire at the refinery.
